Green hills slope down to the St. Lawrence at Baie-Saint-Paul, the arts capital of Charlevoix, a small city of about 7,400 people on the St. Lawrence about 95 km from Quebec City. It has a long history of painters and galleries, and it is also where Cirque du Soleil began, as a group of street performers in 1984.
Visitors wander Rue Saint-Jean-Baptiste for galleries and restaurants, visit the contemporary art museum, and sample local cheese and craft beer. Le Massif skiing and its scenic train are close, as are the Grands-Jardins and Hautes-Gorges parks and the ferry to Ile-aux-Coudres. Crime is very low. Life here is French first, though English gets by in tourist spots. Rents are moderate, but housing is tight because of second homes and short-term rentals. Summer and fall weekends bring heavy traffic on Route 138, and winters are cold and snowy.

Baie-Saint-Paul City Circle
For people considering Baie-Saint-Paul, visiting soon, living there for a while, or comparing it with somewhere else.
Population 7,371 (Baie-Saint-Paul, 2021 Census), area 545.85 sq km and coordinates were read on Wikipedia. Baie-Saint-Paul is not a CMA or Census Agglomeration itself, so population_metro equals the city figure (Wikipedia mentions an urban area of 4,308; the Charlevoix MRC is larger, about 13,000 in the 2021 Census, recalled). Elevation about 10 m is recalled, not verified. visitor_website and event_calendar are Tourisme Charlevoix (recalled URL, not opened this session, so unconfirmed; no dedicated city events page was seen). Some venue and hotel names are approximate. Web fetch of Wikipedia worked for population, area and coordinates; StatCan pages were not fetched (robots-blocked). Event names and months, elevation (where not on Wikipedia), hotel ranges, cost of living, crime index, rent, prices and distances are approximate or from general knowledge and not verified. 9.0
Excellent · Data-based
Crime Severity Index around 40; the Canadian figure is about 80.
Safety overview
Crime is low (Surete du Quebec, MRC de Charlevoix; Crime Severity Index well below the national average, roughly 30-50, approximate); main visitor risks are theft from vehicles, impaired driving, road accidents on curvy Route 362 and wildlife collisions (moose, deer). Health care: Quebec RAMQ does not cover visitors, so travel health insurance is advisable. Hospital: small local Hopital de Baie-Saint-Paul (CIUSSS de la Capitale-Nationale, Charlevoix), with larger care at La Malbaie and Quebec City; French-first, English limited. Hazards: cold snowy winters (-10 to -25 C), ski-hill collisions, hiking hazards in gorges, earthquake activity (Charlevoix seismic zone, mostly minor), black flies in early summer. Emergency 911
Local notes
Specific places where extra care is worthwhile, especially at night. Most visits are trouble-free.
No areas to avoid; use ordinary caution with icy Route 138 and Route 362 hills in winter storms; avoid off-piste or unmarked backcountry at Le Massif and in Hautes-Gorges without a guide; peak-summer and fall weekends bring heavy traffic on Route 138
Times marked “est.” are estimates: drives use typical road distances at highway speeds, and train or bus times assume both cities have service. Always check a route planner and timetables before you travel.
