Like Pittsburgh, about an hour away, Wheeling is an old Ohio River industrial city, though it sits in the West Virginia panhandle, has about 26,000 residents and is called the Friendly City. It was once a major nail and steel center and the first capital of the state, and the 1849 Suspension Bridge and the brick Centre Market district still show that past. Visitors can walk the Heritage Trail, see West Virginia Independence Hall, catch the Wheeling Symphony at the Capitol Theatre, or spend a day at Oglebay Resort, which has a zoo and a well-loved holiday lights festival from mid November into January.
The big appeal is cost. Housing is very affordable, though the population is slowly shrinking and much of the stock is old. Some blocks in South and East Wheeling have vacant buildings and more property crime. The river floods, especially on low-lying Wheeling Island, and steep hillside roads get icy in winter.
